10/2018

We have no new Demands to Bargain.  The agenda setting meeting for the quarterly UMCC’s will take place on Monday October 29th.  The next DOSH Union Management Communication Committee will be the 7th of October.  The Field Services Union Management Communication Committee will be October 28th.  The Statewide Union Management Communication meeting will take place December 11th.                    

8/2018

We have no new Demands to Bargain.  The DOSH Union Management Communication meeting took place August 15, 2018.  Topics covered were:  Lack of Annual PPAF’s, Unfilled vacancies; DOSH annual inspection goals and lapse time adjustments; Language LEP Testing Requirements; DOSH Mobility Project – Seattle; OSHA Grant Funding; the new DOSH Lab.  The Field Services Union Management Meeting and the Statewide meeting will take place early September.                

6/2018

We have several active Demands to Bargain.  We met on several this month.  One contract RFQQ is seeking a service delivery to bridge in-house resourcing and when additional resources are needed on a project basis.  The other two contracting projects are related to legislative changes and efficiencies for a specific period of time.  The statewide UMCC, DOSH UMCC and Insurance Services UMCC met this month.   At Insurance Services the discussion covered FOCUS time to reduce inventory, Hiring and Retention – Claims Telework Pilot has begun and MTA is engaged in focus groups.  We received an update on facilities and movement.  Claims Unit Q is becoming operational.  There was discussion of the Claims Strategic Training and Work Check Technology which will streamline the process.  DOSH agenda items cover were a follow-up on the new lab and site for the lab.  Budget update.  Active threat training which was a follow-up from our previous meeting.  We did have some discussion about the satellite phones and procedures.  LNI is exploring linking with DFW and DNR on their networks through WSP.  At the Statewide we continue to discuss the status of training and practice of active threat, standardization of panic buttons in the offices, budget, leave requests – denials and approvals, hard skills for supervisors, and safety committees.  Fraud, Insurance Services and Crime Victim’s Comp reported out on changes in their program areas.  We had a Demand to Bargain regarding the movement of staff from DES to LNI.  We wanted to ensure a smooth transition.  Those 19 employees will become LNI employees on July 1, 2018. 

5/2018

We received notice of three KAR’s.  One contract RFQQ is seeking a service delivery to bridge in-house resourcing and when additional resources are needed on a project basis.  The other two contracting projects are related to legislative changes and efficiencies for specific periods of time.  We will be meeting on those DTB’s next month.  We met May 23rd for the Field Services UMCC.  We had a rather short agenda but good discussion about agency moves, lessons learned, need for employee engagement in the process and that safety and ergonomic issues be addressed.  The statewide UMCC will take place next week.  Followed by DOSH and Insurance Services. We have a Demand to Bargain regarding the movement of staff from DES to LNI.  We want to ensure a smooth transition.  Met with LNI regarding an allocation issue and are still awaiting the results.  Had an issue arise in Yakima regarding the dual language testing.  That issue will be resolved when the employee takes another assessment.

4/16/18

LNI Field UMCC met February 28th.  LNI Statewide UMCC met on March 15th and the Insurance Services UMCC met on March 21st.  We seem to be making progress on the Active Threat Issue and will have some more information following the June meeting.  The DOSH lab will be built in collaboration with Agriculture.  It will likely be built out by the Olympia Airport near the DOC/DNR shared facility.  There is a shortage in the recently passed budget for the Crime Victims Section but no anticipated layoffs at this time.   

2/19/18

The DOSH UMCC took place on 2/15th.   Agenda items included Active Threat – reviewed percentage trained, scheduled for drills, asked LNI to breakdown the numbers further and provide numbers for DOSH members trained.  We discussed respirator fit tests and models used, as well as delays in some fit tests.  We discussed the budget situation and impacts for the build out of the new lab.  The build will be in conjunction with/co-location with Agriculture.  We discussed the current lab – CHI – there is a current certified industrial hygienist to maintain accreditation and certification.  There was discuss regarding the OSHA reports.  LNI is meeting goals.  Asked that supervisors recognize the efforts of staff and less harassment on lapse time while awaiting supervisor signoff which is out of the control of the employee.  LNI Field UMCC meets February 28th.  Some agenda items will be follow up such as active threat, satellite phones and items such as Capital Projects that have been delayed, new legislative asks, etc.
