DCYF Update 6/13/18

How did we get here?

Governor Inslee signed HB 1661 in July of 2017 creating the Department of Children, Youth and Families (DCYF). July 1, 2018 DSHS/CA and DEL will merge to form the new DCYF. Multiple reports to the legislature are due in November and December of 2018. This will inform the decision making about the addition of DSHS/JR to DCYF. It is important to note that the law is written to include DSHS/JR effective in 2019. You can find more information about the timeline here: https://www.dcyf.wa.gov/oiaa/timeline-deliverables-hb-1661.

What is happening now?

Our Union bargaining team has met with the employer for our sixth bargaining sessions over the many facets of implementing this new agency on 6/11/18. We focused on additional new agency policies that were necessary to have in place July 1, such as Background Checks, and signed agreements that protect current working conditions related to assignment pay. We also reached agreement on the terms of the relocation of several members to a new work location in Olympia. We will continue bargaining over several meetings and months to address many things such as work locations, remaining critical agency policies, and the addition of two new groups to DCYF in 2019. Our Union bargaining team is Cynthia Anstiss, Damon Corrigan and Rita Swanson from DEL, Sandra Hilzendeger, Charles Loeffler and Joyce Murphy from DSHS/CA, Gabe Hall from DSHS/JR, WFSE President Sue Henricksen, and WFSE Staff Laura Hartless and Amy Spiegel.
