DCYF Update 4/19/18

4/19/18 UPDATE

HOW DID WE GET HERE?

In February of 2016 Governor Inslee established the Blue Ribbon Commission on Delivery of Services to Children and Families. The commission’s task was to recommend the organizational structure of a new agency that focused solely on children and families. In November of 2016 they issued their final report, which can be found here:

Based on that report, and following passage by the legislature, Inslee signed HB 1661 in July of 2017 creating the Department of Children, Youth and Families (DCYF). July 1, 2018 DSHS/CA and DEL will merge to form the new DCYF. Multiple reports to the legislature are due in November and December of 2018. This will inform the decision making about the addition of DSHS/JR to DCYF. It is important to note that the law is written to include DSHS/JR effective in 2019. WHAT IS HAPPENING NOW?

Our Union bargaining team has begun meeting with the employer over the many facets of implementing this new agency. This will occur over several meetings and months and will include discussion or bargaining over many things like work locations, leave approvals, layoff units, agency policies, protections for permanent status, and a new UMCC, just to name a few. Our first meeting occurred on 4/17/18 and the team spent time discussing and outlining all of the tasks that lie ahead to ensure a thorough and thoughtful bargaining process. The also reviewed several draft agency policies and provided strong feedback and counter proposals. In addition, agreement was reached on the initial selection criteria for how members who perform shared services in DSHS will be selected to move to DCYF. Of course, seniority and volunteering are important pieces of this agreement.
