 This email serves as the Department of Corrections (DOC) notice of our intent to expand opportunities for participation on Specialty Teams agency wide.   This expansion includes opportunities on the Special Emergency Response Team (SERT), Emergency Response Team (ERT), Crisis Negotiations Team (CNT), Inmate Recovery Team (IRT), and Critical Incident Stress Management Team (CISM). 

Participation on Specialty Teams is voluntary.  DOC employees must follow the application process and are required to meet specific team criteria.  Agency policy sets criteria and selection for team membership.  

The purpose of this email is to provide notice of the Department of Corrections' (DOC) intent to apply assignment pay compensation to Washington Federation of State Employees (WFSE) represented employees who participate on DOC Specialty Teams.  This assignment pay is specific to the following teams; Special Emergency Response Team (SERT), Emergency Response Team (ERT), Crisis Negotiations Team (CNT), Inmate Recovery Team (IRT), and Critical Incident Stress Management Team (CISM).

 As you are aware, on September 30, 2016, the Office of Financial Management (OFM), Labor Relations Negotiator, and the Washington Federation of State Employees Negotiator, signed an agreement stating basic salary plus two ranges shall be paid to trained and qualified employees who are assigned members of the designated Department of Corrections CISM team.  Assignment pay shall be paid on an hour for our basis for every hour worked during an authorized team related assignment or training.

It is DOCs intent to expand the eligibility to receive this assignment pay to any WFSE represented employee assigned to the teams as listed above while they are engaged in authorized team activities or training.

5-    Filed a demand to bargain over management’s notification of their intent to add additional cameras in Longview Work Release.

Pending review of training requirements for Correctional Officer’s at work release.

Meeting scheduled with management to determine rules related to the AD HOC committee.

6-    DTB DOC 410.210-220-235-920 Use of Force

Working with the Teamsters to identify discrepancies with the policies. We have concerns Prisons and the Field operations are combined. There are different constitutional issues. Met with management and developed a subcommittee to evaluate the policies.

7-     DOC 380.605 Interstate Compact

Concerns about returning offenders to state of conviction if the violations process is applied to these cases instead of court.

8-    DOC 380.200 Community Supervision

Workload, obtained an agreement with management to implement workload reductions strategies short term, midterm, and long term. 

9-    DOC 460.130 Hearings

Significant issues related to increased duties and responsibilities. This item will be a supplemental contract item, increased complexity and duties attributed to PRP’s.

10- DOC 460.140 Violations

Significant issues related to increased duties and responsibilities. Workload is another significant concern. This item will be a supplemental contract item, increased complexity and duties attributed to PRP’s.

11- DOC Reynolds Work Release Contract

Safety and Security concerns.

12- DOC Identification Placards

Change eliminated the ability for CCO’s to wear placards that say Police when serving warrants with other LE…safety

13- DOC OMNI Stoppage Time Calculation

Early release issue, safety concerns.

14- Termination Release Verification Process

Early release issue, safety concerns.
